· A human must open https://eufundingportal.eu/ai-startups/, review the individual grant listings aggregated on that category page, and identify any that explicitly permit non-EU / third-country solo applicants (rare) or that allow participation via an EU-registered consortium partner. Each qualifying programme must then be evaluated and applied to through its own portal and process. No single application form exists here.
