Programme Thesis
NGI Zero Commons Fund is an NLnet Foundation grant programme (EU Horizon Europe–funded, €21.6M total) designed to fund free/open-source software, hardware, standards, and data projects that 'reclaim the public nature of the internet' — from libre silicon and cryptography to federated protocols and end-user applications. Its mandate is explicitly commons-oriented: every deliverable must be released under a recognised open/free licence, the focus is on shared infrastructure for society rather than proprietary or domain-specific products, and it operates as a competitive subgranting mechanism on behalf of the European Commission's Next Generation Internet initiative. The programme ended its 13th and final call on 1 June 2026 and is now CLOSED; NLnet is transitioning to three successor programmes (Restack, CodeSupply, ELFA) under the new 'Open Internet Stack' umbrella expected to open after summer 2026.
Selection Criteria
• STAGE 1 — Knockout eligibility: (1) aligned with NGI/internet-commons vision; (2) primary objective is R&D; (3) 'clear European Dimension' if applicant is outside EU/Horizon Europe; (4) outputs released under recognised free/open-source licence.
• STAGE 1 — Scored criteria (must total >5.0/7.0): Technical excellence and feasibility (30%); Relevance, impact and strategic potential (40%); Cost-effectiveness / value for money (30%).
• STAGE 2 — Strategic impact: lasting societal impact on the Next Generation Internet; reviewers probe competitive differentiation, sustainability, upstream buy-in, rate justification, and third-party validation of claims.
• Independent review committee: two members independently verify eligibility and budget frugality before final selection.
• Geographic tiebreaker: EU/Horizon-associated residents given priority at equal proposal quality; non-EU applicants eligible only if 'exceptional quality + unique technical expertise + clear European dimension'.
• AI use in proposal must be disclosed with model name, prompts, and unedited output.
• First proposal capped at €50K; larger grants require prior successful NLnet project(s).

The platonic ideal NGI0 Commons Fund applicant is a skilled open-source developer or small independent team who has already built and publicly licensed a working tool that serves as a shared building block for others — not a research output, but reusable infrastructure. The strongest applications sit at the protocol, library, or toolchain layer of the internet stack (security, cryptography, decentralised systems, open hardware, accessibility), demonstrate that no equivalent libre alternative exists, and come from EU/EEA jurisdictions or can articulate a clear European dimension for an exceptionally meritorious non-EU proposal. They have a concrete deliverable list, a conservative and justified budget (often €10–30K for individual contributors), and a plausible path to sustained open adoption by a wider ecosystem.
Recommended Framing
Eniola's strongest credible angle is GATE (Apache 2.0 BCI neural-stimulation safety evaluation tool) framed as missing open safety infrastructure for the emerging neurotechnology commons — analogous to how NLnet funds security audits and cryptographic libraries for internet protocols, GATE addresses an equivalent safety gap at the brain-computer interface layer that no peer-reviewable, licence-free tool currently fills. The application should foreground GATE's role as a public reusable artefact (not a research paper), lead with the Apache 2.0 licence, cite specific European neurotech research groups and IEEE/IEC standards bodies whose work GATE could plug into (establishing European dimension), and propose a concrete deliverable milestone — e.g., a versioned GATE release with WCAG-compliant documentation, test suite, and integration with an existing open neurotech platform — rather than pitching the CCT theory. TOPOLOGIX is a credible fallback: frame persistent homology + bipartite simplicial complex tooling for open drug–protein interaction screening as open computational biology infrastructure, analogous to funded NLnet projects like AI Horde or Adno. Watch Out
1. FUND IS CLOSED: The 13th and final NGI Zero Commons Fund call closed 1 June 2026. No further applications are being accepted. The open-source-ai.tech listing appears stale — the 'rolling' deadline reflects older call structure, not current status. The applicant should target the successor Open Internet Stack programmes (Restack, CodeSupply, ELFA) expected to open after summer 2026, not this fund.
2. Geographic eligibility hurdle: Nigeria is not in the EU or Horizon Europe associated countries. Non-EU applications are de-prioritised and held to a higher bar ('exceptional quality + unique expertise + clear European dimension'). This creates a structural disadvantage even in future rounds.
3. Thematic stretch: NGI0 Commons Fund is internet-commons infrastructure (protocols, cryptography, federated systems, libre silicon, decentralised apps). GATE and TOPOLOGIX are biomedical/neurotechnology domain tools. Reviewer priors will not immediately map these to 'internet commons,' requiring extra framing work. If the European dimension case is weak, this is a knockout.
4. No prior NLnet project history: First-time applicants are capped at €50K; larger asks require a track record of completed NLnet-funded work. This limits the ceiling but does not block entry.
5. GenAI disclosure policy: NLnet explicitly requires disclosure of any GenAI use in proposal writing (model, prompts, and unedited output). Eniola must be prepared to provide this if she uses AI assistance.
